We are currently recruiting for a Housing Regulation Manager to be the lead of a team to help deliver responsive and effective service to anyone needing help regarding their home.

The Housing Regulation Manager is a leading professional in the delivery of the local council's enforcement and regulatory services with respect to private sector housing. You will ensure that legislation is fully understood and met, and that local policies are developed and then delivered.

This position is offering up to £48,874 per annum and requires flexibility as it is a 24 hour service.

Duties include:

• Ensuring that policy is clear, transparent and professionally communicated
• Legal proceedings including prosecutions, civil and formal actions
• Maintain and development of the relevant IT systems and data management systems
• Ensuring system thinking principles and value steps against the purpose are maintained, managed
• Provide support for the Senior Housing Regulation Officers and other direct reports
• Team development and training
• Directly respond to dissatisfied customers
• Understand and manage the budgets related to mobile homes parks, housing regulation services and any that arise from management orders for properties
• Ensuring that data is stored correctly and is able to be manipulated to create meaningful measures, upon which actions can be taken to improve the system
• provide advice, guidance and assistance to customers contacting the service ensuring regulatory compliance through education and advice
• take enforcement action, where required and preparing for cases which may go to tribunal or court
• This will include attending court to give evidence as a professional and reliable witness
• Commit to the continual development of the service and personal professional development
• Ensure that contractual arrangements meet the needs of both the council and local authority customers
• Support the Mobile Homes Officer in the successful management of the relevant mobile home parks
• Ensure that any licencing scheme for HMOs is well managed, with clear measures to indicate performance
• Ensure that all standards and licence conditions are clearly and transparently communicated so that tenants and landlords have faith in the regulatory function of the council
• Deliver the council's private rentals sector strategy aims to improve support for good landlords and tenants, as well as being a lead to work with multi agency service to reduce and remove criminal activity related to the private rental sector
• This will include the running of a landlord accreditation scheme

Person Specification

• Hold Chartered Environmental Health Practitioner status
• Must have experience of, and ideally training in, the supervision of professional officers
• Understands and can successfully implement the enforcement process related to EDMOs and IMOs
• Can successfully balance prescriptive proactive regulatory regimes with those relating to reactive responses to complaints / breaches of legislation
• Has a high level of knowledge and experience of housing legislation and process around enforcement, particularly in regard to private rental sector and HMOs
• Have a demonstrable knowledge of surveying residential property and be able to undertake a full property inspection is essential
• Have knowledge of relevant legislation such as the Housing Acts, Public Health Acts, Party Wall Etc. Act and Building Regulations
• Demonstrable knowledge and experience of the Housing Health and Safety Rating system (HHSRS) is essential
• Is emotionally resilient and able to deal with the impact of being exposed to customer's difficult circumstances but also remain professional
